The
contracting authority provides the contracts for the project lead partners in
the Interreg VI-programme Germany-Netherlands, based on the decision of the
monitoring committee or the steering committee. The lead partner receives from
the contracting authority a contract which contains the financing from
different sources. This simplifies the financial management oft he project. By
creating a legal relation, a possibility for formal complaints by projects is
provided. In addition, the contracting authority participates as an advisor in
the meetings of the programme-wide and regional project coordination committees
to assess whether the conditions for issuing a grant have been met. The
contracting authority is located at the Bezirksregierung Münster.
