According to the declaration of the Common Provisions Regulation (EU) 2021/1060, Art. 76, the area of responsibility for accounting includes: The preparation and submission of applications for payment to the European Commission in accordance with Articles 91 and 92 and the preparation of accounts in accordance with Article 98 and the keeping of a record of all elements of the accounts in an electronic system. In practice, the three main areas of activity for the task executing agency EUREGIO as an “accounting authority” (Certifying Authority) can be derived from this: Financial management of Interreg grants, testing of proper controllings from the FLC incl. subsequent payment of grants to the beneficiaries, and financial reporting to programme partners. The Certifying Authority is responsible for ensuring the regularity of expenditure declarations and payment claims, on the basis of which it requests from the European Commission the co-financing of the Operational Programme from the European Regional Development Fund (ERDF). It also manages the Dutch funding from the Ministry of Economic Affairs and Climate Policy and the eight Dutch provinces as well as German funding from the Lower Saxony Ministry of Federal and European Affairs and Regional Development and the Ministry of Economy, Innovation, Digitisation and Energy of the State of North Rhine-Westphalia, which additionally provide national co-financing for the Interreg projects. The financial administration of the Interreg grant funds is implemented by using the internal DATEV accounting system and the programme’s own monitoring system InterDB.
